LPP Application

  The LaGuardia Community College/CUNY Liberty Partnership Program (LPP), now in its eighteenth year of operation, was initially funded in 1989-90 through the NYS Department of Education as part of a statewide college/school consortium designed to address the needs of youth at-risk.  Through an in-school/after-school comprehensive support program at LaGuardia, LPP provides a combination of basic skills classes and enrichment skills activities for 320 students in grades nine through twelve.  Our partner, or satellite, schools are W.C. Bryant, International and Middle College High Schools.  There is also a Saturday program at Middle College HS for students who do not attend satellite schools, but attend nearby schools in Western Queens.  With its racial and ethnic diversity, Queens is considered a premier gateway for today's immigrant populations.  Indeed, with students from more than 160 native countries, LaGuardia terms itself "The World's Community College."  Over its last 5-year cycle, LPP has mirrored this diversity (43.9% Hispanic, 27.5% Asian, 14.3% White, 8.5% Black, 5.8% Other).
     The LaGuardia Liberty Scholars Program provides a combination of basic skills classes and enrichment skills activities for students in grades nine through twelve through an in-school/after-school comprehensive support program at the site.  Classes include Leadership Skills (résumé writing, job skills readiness, PSAT/SAT preparation, and Webpage design) as well as Enrichment Skills (digital photography, NYS Regents prep, creative writing, Latin Dance, and poetry).  Counseling services may include personal and family, academic, or college and financial aid sessions, ranging from one-on-one, to small groups, to one-day workshops.  Formative and summative assessment and tracking of student performance are executed by multiple means, most notably with the recent introduction of electronic portfolios.  All LPP faculty and workshop leaders are certified to teach in their subjects, and are provided extensive professional development opportunities throughout the year.  LaGuardia Liberty Scholars regularly visit colleges, participate in internships, and attend job/college fairs to prepare themselves for a promising post secondary experience.  Students usually receive either extra service or academic credits for their participation in these programs.  Parents and guardians are encouraged to attend the Saturday Center with their children.

State-Wide Liberty Partnership Programs

The Liberty Partnerships Programs provide fiscal and technical support for the development and implementation of 12-month programs that are designed to improve the ability of at-risk youth enrolled in grades 5 through 12 to graduate from High School and enter postsecondary education and the workforce.

The Liberty Partnerships Program [LPP] have two purposes: [1] to identify students considered to be at risk of dropping out of school, and [2] to provide those students with services designed to improve their ability to complete high school and advance into postsecondary education and the workforce.  The program provides funding and collaborative opportunities for basic and advanced academic skills development through special classes and tutorial services; educational, personal and family counseling; career and college exploration activities; mentoring; and a variety of enrichment activities for students.  LPP also provides funding to develop or enhance supportive services for parents/guardians and professional development programs for school personnel and other service providers who work with enrolled LPP students.

LPP Host-Institutions are encouraged to make effective use of existing community resources in the development of a Liberty Partnership Program project.  These may include schools, parents, and not-for-profit community based organizations, businesses and government agencies, as partners in the development of the funding proposal and implementation of the LPP project.  Volunteer organizations and service agencies that focus on services to youth are possible resources for the program.  Projects are expected to use the full range of existing services within the local community to support program efforts.  Local community support can include the provision of direct services, advisory committee involvement, or the allocation of fiscal resources.
